"Independent Chinese PEN Center Statement on the Successive Disappearances of Honorary Council Member Gao Yu and Council Member Liu Di"

Since the end of April, members of the Independent Chinese PEN Center—honorary council member Mrs. Gao Yu, council member Mrs. Liu Di, member Hu Shigen, and others—successively “lost contact” with the outside world. The homes of human rights lawyer Pu Zhiqiang, Beijing Film Academy professor Hao Jian, and others were also raided, and personal items confiscated. Pu Zhiqiang was even criminally detained on suspicion of “picking quarrels and provoking troubles.” The Independent Chinese PEN Center issued this statement to call on citizens, at home and abroad, to continue to pay close attention to the deteriorating situation of freedom of speech in China. The statement also urges the Chinese authorities to abide by article 35 of the Chinese Constitution and article 19 of the already-signed United Nations International Covenant on Civil and Political Rights; to earnestly guarantee citizens’ rights to freedom of speech, assembly, association, and other basic human rights; and to immediately investigate the whereabouts of the missing individuals, and unconditionally release those who have been detained. 


独立中文笔会关于荣誉理事高瑜和理事刘荻等会员先后失踪的声明

独立中文笔会深为担忧,本会荣誉理事高瑜女士及其家人自4月24日失去联系后至今了无音讯,而本会理事刘荻女士在5月4日晚上9点多钟被北京警方传唤后失去与亲友的联系,恐已先后被有关当局非法剥夺人身自由,甚至遭非法拘禁。为此,独立中文笔会呼吁国内外各界敦促北京有关当局立即查明两位女士及其他相关人士的下落,确保他们的人身安全,如已拘禁则应立即无条件释放。

高瑜现年七十岁,是北京著名记者、编辑、专栏作家。1989年因发表文章支持北京学运,在“六四屠杀”爆发前的6月3日上午被警方绑架到北京市国家安全局在市郊平谷县的一个学校中关押,三个半月以后才办理“监视居住”手续。并在关押近十五个月后,才因心脏病发作于此年8月28日被解除“监视居住”而释放回家。高瑜从此失去了固定工作,从此成为自由记者。1993年10月2日,高瑜又因她在香港媒体发表的新闻报导被捕,次年被加以“泄露国家机密罪”判处六年徒刑。然而,高瑜坚持新闻自由的勇气和因言获罪得到了国际新闻界的极大敬佩和关注,1995年起相继获国际报业协会“自由金笔奖”(Golden Pen of Freedom Award),国际妇女传媒基金会“新闻勇气奖”(Courage in Journalism Awards)两次,联合国教科文组织首届“吉列尔莫•卡诺世界新闻自由奖”(UNESCO/Guillermo Cano World Press Freedom Prize)等。 1999年2月15日,在国务院总理朱镕基访美前夕,高瑜以“保外就医”的名义获释。她出狱后继续以自由记者身份从事中国新闻报导,并于2004年加入独立中文笔会, 2006至2008年为女作家委员会委员,2009年9月当选荣誉理事,11月应邀成为捷克笔会荣誉会员。2007年起,她曾多次参加笔会的香港年度颁奖活动为演讲人,去年5月被北京警方阻止前往,今年又在4月24日被失踪,5月3日“世界新闻自由日”被迫缺席本会邀请她作为主讲人之一的“香港之夜”活动,至今下落不明。

刘荻现年33岁,以网名“不锈钢老鼠”知名,自由撰稿人。2002年11月7日,在作为北京师范大学心理学系三年级学生时,因在互联网上发表讽刺性文字和帮助他人修改组党文字,以“涉嫌犯颠覆国家政权罪”被刑事拘留,同年12月14日被正式逮捕。刘荻被捕的消息一经传开,引起国内外舆论大哗,各界声援抗议持续不断。国际笔会等国际人权团体一直关注此案,尤其作为镇压网络异议和违法超期羁押的典型案例。2003年11月28日,在国务院总理温家宝即将于12月7日出访美国前不到十天,刘荻及其同案的吴一然、李毅兵相继获“保外候审”释放。刘荻获释后,回到北京师范大学继续学业,于2004年6月以心理学学士毕业。此后一直作为自由撰稿人,从事写作和翻译,并任“自由中国论坛”副站长,2007年加入独立中文笔会,2013年4月任青年委员会(筹备)协调人,10月当选理事,随后兼任青年委员会主任。但是,她长期以来一直受警方监控,不时被警告、骚扰、跟踪、传唤、软禁等,尤其是在北京有重要活动、节日和“六四”等敏感日子就失去行动自由。今年5月3日,刘荻参加了在北京举行的“2014•北京•六四纪念研讨会”,次日上午曾被警方传唤盘问此会,当晚又被警方从家中带走,至今失去音讯。

另据报道,参加“2014•北京•六四纪念研讨会”的本会会员王小山等其他多人也相继遭到警方传唤盘问,其中律师浦志强、北京电影学院教授郝建并遭警方抄家,浦志强更被加以“涉嫌寻衅滋事罪”刑事拘留;本会会员胡石根在散会后至今也失去音讯。

此外,本会广州会员徐琳参加本会“香港之夜”活动于5月5日晚刚回到家中,即被当地警方传唤,至今失去音讯。

为此,独立中文笔会深为担忧本会会员高瑜、刘荻、胡石根、徐琳等上述失踪或被押人士的人身安全,再次呼吁国内外各界密切关注中国言论自由持续恶化的状况,敦促中国有关当局遵守中国《宪法》35条和中国政府已签署的联合国《公民权利和政治权利国际公约》19条,切实保障公民的言论、集会和结社自由等基本人权,立即查明这些失踪人士的下落,如已拘禁则应立即无条件释放。
