Request from Guo Feixiong’s Family Member for Immediate Medical Attention for Guo

After Yang Maoping (杨茂平), sister of Guo Feixiong, learned of his deteriorating physical condition during a visit with him in prison, she sent an open letter to Li Jingyan, head of the Guangdong Provincial Prison Management Bureau. In the letter, she requests that Guo be transferred to a major hospital in Guangzhou for diagnosis and treatment, and that Officer Liu of the Prison Management Division and associated personnel be investigated for dereliction of duty or maltreatment of detainees.

广东省监狱管理局,李景言局长:

我是被迫害于广东省阳春监狱服刑的杨茂东(又名郭飞雄)的姐姐杨茂平,2016年4月26日上午10:00,我在广东省阳春监狱见到我弟弟杨茂东。我看到杨茂东比2月29日我见到他时更加苍白、消瘦,并且面色晦暗。不等我开口,杨茂东就告诉我他的身体出大事了,由于广州市天河区看守所极其恶劣的羁押条件,他近一年来断续便血或稀水样血便,到监狱后,间断咽部和口腔出血,四月七日住进了监狱医院,四月十九日大出血,行走不稳。昨天和狱政科刘干事谈话时几乎站不起来。他在监狱医院被和四个人一起关在一个7.5平方米的没有窗户的房间,而且每天有二十三个小时都被关在里面。他要求进行相关身体检查,但是看管他的警察竟然说他们管不了。他向医生要求,但医院说必须要由狱政科刘干事批准了才行,而狱政科刘干事却就是不批准!

就杨茂东身体健康的事,我在2月29日和阳春监狱狱政科领导见面时就请求过,请求给杨茂东做一个身体检查,包括腰椎MR检查,因为杨茂东面色不正常。今天我再一次向阳春监狱狱政科领导请求,把杨茂东转到上级医院,做胃镜、肠镜、肺CT、血液化验,明确诊断及治疗。但狱政科领导说杨茂东没和他说,杨茂东要是晕倒了,会马上送医院的。这样的推诿答复让人无法接受。我说,任何一个人看到杨茂东现在的面色都会认为不正常,如果等一个人晕倒了再送医院恐怕就晚了。

作为杨茂东的姐姐,我强烈要求:

一,立即把杨茂东转到广州的大医院进行诊断和治疗;

二,对杨茂东进行胃镜、肠镜、喉镜、腰椎MR、肺CT、血液化验检查;

三,调查和追究阳春监狱狱政科刘干事及相关人员的渎职罪或虐待被监管人罪的责任(杨茂东病情恶化到这样的程度刘干事等人难辞其咎);

四,作为杨茂东的姐姐,我将保留进一步追究有关领导及直接责任人的各种责任的权利。
